In 1699 Tsar Peter the Great decided to build his growing fleet flag, according to western wear. Designed by the Dutch water engineer David Butler and inspired the Dutch flag Russian flag was confirmed as an ensign of the Merchant Navy in 1705. On May 7, 1883 its use was authorized to earth and became the national flag at the coronation of Nicolas II in 1896. Symbolically, the three bands are interpreted as the Tsar (white), the sky (blue) and the people (red).
